The Sewage Treatment Status And Improvement Countermeasures Of Small Towns In Heilongjiang Province

Environmental and ecological issues related to human survival and development,accompanied by the development of small and medium-sized towns, environmentalpollution, especially water pollution problems have become increasingly prominent,therefore, strengthen the standard design of sewage treatment and drainage systems,sustainable urban development and environmental and ecological protection profoundproblems of small towns sewage treatment has both ecological significance, but alsoeconomics and social value.This paper starts from the necessity and urgency of strengthening the urbansewage treatment, and takes Lanxi county and Wuchang city of Heilongjiang provinceas examples. The analysis the practical problems of the small towns in Heilongjiangprovince sewage treatment, through practical survey to study the development ofsmall and medium-sized towns in Heilongjiang province, this paper tries to find thereason of water pollution in the process, the protection of water resources on thesignificance of the development of small and medium towns, the practical problems ofthe special requirements of small and medium towns sewage treatment. On the survey,paper founds problems of Heilongjiang province small towns sewage treatment asfollowing: First, the urban drainage system features are single and limited sewagetreatment effect; Second, it is the lack of government investment and supportingfacilities; Third, enterprise management are lack of funds and lack of long effectiveoperation mechanism; Fourth, the residents’ awareness of environmental protection isnot strong. To solve the small towns sewage treatment problems, we must do theplanning and management of urban sewage treatment work; Besides we must becoordinated and urban development and make good drainage planning andmanagement; must increase government input and support facilities infrastructure;must select a valid towns mode of sewage treatment; must develop advancedtechnology, the establishment of a geographic information system of sewage treatment;must strengthen technical standards specification, the establishment of small andmedium towns drainage licensing system, in order to reduce pollution; must step uppublicity efforts to improve the system construction, and enhance the environmentalprotection of the businesses and residents consciousness. Small towns sewage treatment not only effectively promote the building of a new socialist countryside,promote healthy economic development, but also conducive to engage in high schoolthe quality of life for residents of small towns, and to enhance the quality of theresidents of the small towns. On this basis, government should make the developmentgoals of the sewage treatment system in line with the actual needs of the developmentof small and medium towns in Heilongjiang Province and Its Perfection. Specialemphasis on the old governance can not go after pollution source to solve the problemof water pollution is the key to achieve sustainable development in small andmedium-sized towns.
