With the "Yunnan Provincial People’s Government on the development of urban and rural living environment to enhance the action of opinion"(2013 No.102) and" Yunnan Province towns water supply,sewage and garbage disposal facilities special planning construction project (2013-2017) " promulgated, Yunnan province small town sewage treatment facilities construction level is expected to be significantly improved in the next five years.This study is based on Yunnan Province Department of housing and urban-rural development, the development of villages and towns located in Yunnan Province. Through a large number of investigations and research about small town sewage treatment facilities construction, we collected the basic situations of Yunnan Province towns and small town sewage treatment facilities investment, operation and construction. And on this basis, analyzing the main problems existing in the construction standard, source of funds and administrative aspects of small towns in Yunnan province sewage treatment facilities construction, we put forward the corresponding strategies and measures.About the construction of standards, requirements of the drainage system at the present stage is relatively single, failed to do with the actual, needed higher emission standards, and the majority of small towns cannot afford it. Process selection were selected only for water quality and quantity characteristics of small town sewage treatment, the lack of economic and technological level of development of small towns account.
