In recent years, trans-boundary water pollution problems and trans-boundarypollution disputes often occur, which seriously affect the Liao river basin downstreamsustainable economy and society development and people’s living standards. The Liaoriver trans-boundary section water pollution control and governance has drawnincreasing attention of the relevant departments. Therefore, the water qualityprediction for trans-boundary section is particularly important.Based on the one-dimensional water quality model and material balanceprinciple, this paper establishes a multi-river water quality prediction model-inputresponse model combined with the Liao River source area hydrological and hydraulicconditions. This paper simulates the COD concentration of trans-boundary section ofLiao River source area in2009. This paper sets three scenarios according with thescenario prediction method to predict urban industrial wastewater, sanitary sewageand import tributary of COD to rivers based on2009, aiming at2015, and calculatesthe various scenarios trans-boundary section of the concentration of COD,andpredicts the water quality of trans-boundary section.The study shows that input response model can calculate pollutants’concentration and contribution of each section, and accordingly identify the mainsources of pollution. The relative error of COD concentration of each trans-boundarysection and the actual monitoring results is small in2009of Liao River source area.Therefore,the model can be used in the Liao river source area trans-boundary waterquality prediction. The results of prediction show that the COD concentration inScenario3East Liao River’s Sishuang bridge sections and Zhaosutai River’s Liujiazisection can achieve the water quality objectives and the requirements of the waterfunctional area. The Tiaozi River’s Linjia section can reach the "12th Five-Year Plan"water quality objectives but cannot reach the water function area water qualityobjectives and requirements in Scenario3. According to the scenario predicted results, this paper proposes a trans-boundary section countermeasure of water pollutioncontrol program. It can provide some scientific basis for decision-making of the Liaoriver source of water pollution governance and decision-making departments.
