Building a resource-conserving society and ecological environmental protection city isChina’s current economic and social development and the inevitable trend of the developmentof urban construction, strengthen the concept of resource conservation application research onconstruction of city planning, ecological environmental protection play a decisive role.History tells us that human in the exploitation and utilization of energy resources in majorchange, inevitable meeting on economic development, ecological environment causesignificant influence. At home and abroad and the ecological environment of the developmentpractice shows that, when ignored protecting natural environment, do not follow thesustainable development theory practice, the urban construction planning is not reasonable,energy of overexploitation, water waste use, energy infrastructure or construction lag, whensocial development will be restricted, ecological protection and resource exploitation willdirectly influence the human civilization and the development of social economy. For a longtime, the development of shanbei region based on the cost of the environment, hard to get ridof the "treatment after pollution, first failure recovery after" passive situation. In socialdevelopment process, appear the natural ecological environment deterioration, soil erosion,vegetation to reduce, land desertification, water pollution waste, urban construction too fast,the botanical garden afforestation construction lag, energy is not reasonable development,environmental protection system not perfect and so on the many ecological environmentconstruction.In this study the large-scale development of the western region in yulin city of shaanxiprovince energy heftily for example, in view of the existing these ecological environmentalproblems, investigation method, etc, in the northern shaanxi yulin area energy development,urban landscape construction development study, the use of the latest achievements of thesustainable development theory, from a new perspective of resource conservation concept,using the landscape ecology knowledge and theory of sustainable development, the researchmethod and practice, the northern shaanxi yulin region ecological environment constructioncomprehensive, integrated research analysis, from the northern shaanxi ecological and environmental resource based on historical evolution, positive puts forward the ecologicalenvironment in the concept of resource conservation, and from natural ecologicalenvironment, the water resources circulation use, city landscape construction, energy savingthe rational development and utilization of four aspects detailed analysis of the northernshaanxi to the ecological environment situation of the construction of the reasons andproblems. Combined with the actual situation in yulin, yulin area for the problem shaanxinatural ecological problems are given objective and fair evaluation of water resourcespollution and management problems puts forward improvement Suggestions, and mainly useresources saving concept, in view of the city to save garden afforestation problems putsenergy is not reasonable development phenomenon puts forward scientific and reasonablemeasures. According to above analysis study sums up the northern shaanxi yulin area suitablefor the situation of ecological environment construction countermeasures, and strive to put thewaste of resources on environment caused by the adverse effect to fall to is lowest, for thegreat western development strategy to provide macro decision-making theory foundation,achieve in yulin city for building a resource-conserving and environment beautiful typegarden city and provide practical and feasible measures and Suggestions of purpose.
