Yulin is known as "Kuwait in China" for its rich mineral resources. However, it is also an environmentally-fragile resource-based city. The continual expansion of the resource development of Yulin, on the one hand, provides our country with large quantities of high-quality mineral resources and boosts the rapid economic development of Yulin; but on the other hand, it causes severe damage to the local ecological environment. Because of the large-scale and excessive resource development and the shortage of effective ecological compensation mechanism, a series of ecological problems arise in this area, such as the sinking of the surface of the coalfield, the damage of the vegetation, the cut-off of the river system and the obvious decline of the groundwater level and so on, which seriously affect the sustainable development of the social economy and the ecological environment. Therefore, the coordination of the relationship between environmental protection and resource development is becoming increasingly important.As for the ecological environment, development conditions and other aspects of the extremely environmentally-fragile resource-based city, Yulin, the paper makes a detailed investigation into the destruction of the eco-environment caused by resource development based on the study on the theories of ecological compensation, value of ecological service function, sustainable development and resource paid utilization and other relevant theories. Besides, the paper analyses the factors which influence the ecological environment from the perspectives of the imperfect government policies, unreasonable taxation and ineffective ecological compensation mechanism and alike. The paper puts forward the following aspects:1. Stick to the strategy of sustainable development. The exploitation and utilization of the resources should be under the guidance of sustainable development, and try to live up to reasonable and overall planning and keep mining and governing in pace with each other.2. Coordinate resource development and ecological protection with the scientific outlook on development, and build a reasonable and effective ecological compensation mechanism.3. Strengthen the implementation of regional treatment and compensation, and solve the problem of the shortage of funds by various means.4. Make an overall, multi-dimensional and multi-leveled compensation mechanism through combining compensation methods and compensation subject. Besides imposing a certain amount of ecological compensation, there is a need to link the ecological compensation tax with the recovery ratio of mineral resources and implement floating tax, which can help increase the resource recovery ratio to some degree and boost the effective utilization of mineral resources so as to realize the goal of the enterprises’ protective exploitation of mineral resources.5. Clarify a measurable and specific ecological goal in the ecological compensation plan in details; and make a regular check, estimation and inspection on the ecological construction program based on the goal.6. Set up the fund used to compensate and protect ecological environment jointly contributed by the government, community, individuals and the whole society. Absorb the public’s investment in environmental protection, and establish and perfect the ecological compensation mechanism involving all the sectors of society.7. In terms of the environmental problems Yulin is facing, on the one hand, we should carry out ecological compensation actively, and on the other hand, we should get down to the environmental and administrative management of resource development and strengthen our abilities of administrative and environmental management.
