Water, one of the rarest natural resources for human's survival and development, is a finite resource that others can't replace. From 1950's, the problems of water resources become the most prominent problems in every country owing the population's sharp increase and economy's prompt development. The water scarcity has become a bottleneck which restricts our country's sustainable economy. How to properly harmonize the relations between water resources and environment as well as between population and sustainable economic development has become an important question in water resources research field.Both the state department of China and Heilongjiang Province are highly paying attention to environmental protection of Aumer, which is the boundary river between China and Russian. In Recent Years, the governments of Russia focus fairly on water pollution of Aumer. Songhua River is often determined as main contaminant source of Aumer. The Negotiations of the Boundary on Aumer, Russia had asserted time and again that solving thoroughly the remaining boundary question has close connection to environmental protection of Aumer. In particular, Russia has a regard for environmental protection more and more after organic-organic episode of Songhua River took place, and has palavered to our nation by diplomatic channels. Russia hopes to our country adopt effective measure.Environmental protection and its sustainable utilization of Aumer are important contents of construction of eco-province of Heilongjiang Province. Water resource of Aumer is an importance of strategic resources, and there are a lot of consequence meanings, such as sustainable development of Aumer, boundary frequency stabilization, land ecological safety protection, preventing ecological environmental degeneracy, protecting black soil, forest and marshy ground, and so on.
