With the rapid development of China’s economy in recent years, the oil industry,regarded as the industrial blood, has played a decisive role in promoting domestic economyand industry modernization. Pipeline projects, the indispensable part in the oil industry,possesses the salient features like safety, high-efficiency, economy and environmentalfriendliness and thus gets great favor in the eyes of domestic and international oil companies.Currently several long-distance natural gas oil pipelines have been built by PetroChina andSinopect, including Lan Cheng Yu Lan Zheng-long Southwest Products Pipeline andSichuan-East Gas Pipeline. Pipeline construction project bidding process is of greatimportance not only to guarantee project quality, fulfill project objective and implementscientific management, but also to control investment and reduce construction cost. This canhelp to protect the legal interests of the nation, the public, the companies and the projectbuilders as well.Due to the characteristics of pipeline projects, such as multiple spots, broad area, longline, and some other uncertain factors, great disparity between prices of the biding, the middle,the contract and the clearing often shows up, which brings great risk to both the owners andthe builders. In this thesis the author investigates the contract award, tender invitation, and thetender evaluation management process of ZSJ pipeline installation engineering constructionproject, analyzes the problems existing in ZSJ pipeline project bidding process, and proposesa detailed description concerning improvement of the bidding process and selection ofcontractors according to the analytic hierarchy process. The author also puts forwards animprovement program for tender invitation of ZSJ pipeline project based on the projectmanagement theory. It is hoped that this thesis may give tentative suggestions on how tochoose the construction unit, efficiently make use of funds, shorten the construction time,save social resources, and improve construction efficiency of the pipeline under the premiseof ensuring construction quality.To conclude, this thesis systematically investigates the tender invitation mode of theinstallation works in ZSJ pipeline project, establishes scientific and clear management andtendering procedures in the bidding process of pipeline construction projects. It is hoped thatthis thesis can be helpful to other pipeline projects in the management and strategic decisionof tender invitation.
