As food safety problems have received extensive attention in recent years, this paper studies onhow to dynamically create the emergency response plan of food safety problem to deal with thefood safety problem which may or will occur at once, and make the risk prevention and controlmore efficiently. Based on learning of related literature and theory, it put forward that case-basedreasoning (CBR) method, a kind of the machine learning theory, is used to create the food safetyemergency response plan. By taking consider of the particularity of the food safety problems, usedata mining and artificial intelligence method to solve several key problems in case-based reasoningas follows:1. Study on the representation of food safety emergency response case. According to theemergency mechanism and laws and regulations of food safety in China, analyze the specificmeasures in food safety emergency and the details involved in the food safety emergency responsecases. Then choose the frame representation method and design the corresponding storage structureto achieve the performance of the food safety emergency case which is based on the content of foodsafety emergency case. It will lay the foundation of reasoning of the food safety emergencyresponse plan that a specific case of framework representation is then given to represent thedescription and solutions of the food safety emergency case.2. Study on the retrieval problem of food safety emergency response case. Based on theconstruct of the framework representation of food safety emergency response case, design theprocedure of the case retrieval. To improve the retrieval efficiency, pick up the key attributes fromthe emergency case to construct the retrieval index by using attribute reduction method of theincomplete knowledge system in Rough Set. Use the Rough Set to calculate the attribute weight inemergency plan by considering not only the importance an attribute to the decision attributes, butalso to the objects. Then define the importance of each branch framework by using the analytic andgive the local similarity and global similarity calculation method, in order to get the most similarcase of food safety emergency response plan.3. Study on the revision and reasoning of food safety emergency response plan. As a similaremergency case retrieved from the case base, try to revise the emergency plan based on the reviserules which depends on the different attributes between the case and the object one. Use the RoughSet to find the revise rules according to food safety emergency case base, and then give specific examples to demonstrate the generation of the food safety emergency response plan on the process.Finally, give the methods of case study and the case base maintenance used in the food safetyemergency plan, and then, a complete dynamic creation mechanism of food safety emergencyresponse plan is provided.
