Mine Emergency Plans played an important guiding role in the accident rescue, and Emergency rescue actions must be implemented in accordance with provisions of the Plans. Under the background of integration in coal production, Emergency Plans with information and intelligence were the realistic way to resolve problems about obsolete content, backward management, weak pertinence and so forth. Development of Mine Emergency Plans and research on its automatic generation technology were helpful to promote Emergency Plans with information and intelligence further. When the coal accident came, mine emergency commanders could come up with targeted solution in the first time to implement effective rescue.Based on the analysis and research of related theory to the mine incident, we found out the existing problems in the mine incident. Combined the case-based reasoning with the rule-based reasoning technology, a hybrid model based on CBR and RBR method was proposed in this paper. Using this hybrid model, Mine Emergency Plans will automatically generate. CBR is mainly used to search historical Plan database in the traditional case, but the problems about the mismatched feature attribution between actual cases and history cases exist. Therefore, the difference similarity was proposed on the basis of the nearest neighborhood matching method, improving the problems about mismatched characteristic properties in the traditional case retrieval algorithm, making the retrieval accuracy of plan better in this paper. While CBR technology can find the cases that mismatch the characteristics of the current accident in the historical Plan database, it uses the method of rule reasoning and RBR logic inference machine, then calls common rule base to logical match the contents of underlying database until all conditions are not satisfied. Finally, the conclusions generate.Mine Emergency Plans automatically generated prototype system was designed, using the CBR-RBR hybrid model. Carried on system requirement analysis, designed system function structure, overall architecture and database, this paper gave the implement of the system interface and test results.Through the prototype system, the running results show automatic generation Plan technology can generate targeted Plans with accident characteristics. The research results have a certain application value in improving the efficiency of coal mine emergency rescue.
