Regulation Policy Research On Zhejiang Rural Water Pollution

At Present, rural water pollution in Zhejiang province has been widespread concern.Rural water pollution threats to the rural development, agricultural production andvillagers, which makes it a significant problem to be solved urgently during the NewCountryside Construction in Zhejiang. However, it is an universal phenomenon that therural areas of Zhejiang are lack of environmental regulation and water pollution control.The diversity of varies countries, including economic, environment, social conditionsetc calls for classification regulation policies. Thus, this paper aims to build aclassification regulation policy system for rural water pollution controlFirst, this paper analysis the present situation of Zhejiang rural water pollution thenlooks for the causes. I find that the main pollution sources are Agricultural productionpollution, Domestic pollution, Industrial pollution, the Service industry pollution—which have been rapidly growing during the modernization process.The deep-seatedreason is the urban&rural dualistic system and extensive development.Secondly, the paper studies the multiple challenges in present rural water pollutionregulation. Research have shown that, at present the main problems of Zhejiangprovince water pollution regulation are: the rural water pollution control laws andregulations system is not perfect; rural water pollution regulation institution is not sound;the rural environmental infrastructure construction lags behind; rural water pollutiondiversity understanding inadequacy.Then, the paper establishs the Rural Water Pollution Regualtion Game Model tostudy the behavior and its influencing factors among government, business, public inthe process of the water pollution control. Analysis the game of government andenterprise shows: the efficiency of government regulation and penalties decided theenterprise illegal cost. Enterprise scale and pollution intensity determines corporatelaw-abiding costs. Regardless of the short-term or long-term game, the corporate choicedepends on the tradeoff between bribery costs, illegal costs and law-abiding costs. Theanalysis of the game between the state government and the local government showedthat the examination system and environmental financial assistance of state governmenthas an important influence on the behavior of local government. Game Analysis ofPublic Participation: government control efficiency can be effective in promoting publicparticipation in the environmental enthusiasm. In addition, I used different types of pollution cases like Wencheng County Huangtan town, Pingyang County Shuitou Town,and Tonglu County to verify the Game Model.Subsequently, this paper puts forward the idea of classification regulation, thenecessity and feasibility of classification water pollution control. According to theZhejiang province rural pollution status and specific management condition differences,I developed three standards: pollution level index, economic development index and thepopulation agglomeration index, then by using2011Zhejiang province statistical datato classify, and puts forward the corresponding control policy according to theclassification results.Finally, the article put forward policy recommendations to strengthen Zhejiangrural water pollution regulation. We should perfect relevant law laws and regulations,accelerate the establishment of an effective rural water pollution regulation institution,promote rural sewage treatment facilities construction, encourage public participation torural environmental protection.The creative point of this paper is as follows:1. A systematic cause analysis of the Zhejiang rural water pollution problem. Thispaper found that Zhejiang province rural water pollution problem root cause lies in theextensive development of rural areas and the urban&rural dualistic system which led torural water pollution control vacancy, as well as water pollution governance incapacity.2.Put forward Zhejiang rural water pollution classification regulation criteriaaccording to the Zhejiang rural situation difference. Through the game model analysisand case analysis, put forward the basic thoughts of classification regulation, establishthe classification regulation standards: environmental pollution, economic developmentlevel, population.3.Established the Zhejiang rural water pollution classification regulation policysystem. According to the Zhejiang Province Rural classification criteria, using thestatistical data from the2011statistical yearbook of Zhejiang province, classified theZhejiang Province rural,and puts out targeted policy recommendations.
