For more than thirty years of reform and opening-up, our country’s economy keeps the high speed of development, and public living standard has been improved significantly. But the environmental pollution problems become increasingly serious as the expense of economic growth. The environment of the country is the sustainer and acceptor of the city environment. In recent years, as the increasingly improvement of urban environment, rural environmental pollution becomes more serious instead. This issues is more apparent develops in the rural areas of eastern developed district with high industrialization and urbanization. Not only does the rural environment pollution pose a threat to the rural population’s health, but also affects the city through diverse ways such as water, atmosphere or food. Owing to the lack of governance system of rural pollution in our county, environment pollution will make the "small pollution" quickly to "big pollution", even "big deal". It will bring significantly negative impact to the weak industry -agriculture- and farmers as vulnerable groups. There are more than 300 million people who have no access to clean water, of which more than 60% are due to unnatural factors. It is a great threat to the farmers who are basically out of the medical insurance system that the death rate of the malignant tumor related to the environment pollution among Chinese rural population is gradually increased.This paper uses a nationally representative village-level survey data to systematically describes the present situation of environmental pollution and the implementation of environmental governance projects in rural areas, and then analyses whether the investment decisions of rural environmental governance projects could aim at the village environmental pollution status. The results show that, in 2007 the overall proportion of rural environmental pollution has reached more than one third, and now there are big differences in the implementation and the investment amounts among the eight categories of rural environmental governance projects conducted by the government. Compared to rural environmental governance projects implemented by the superior government, those by village collective organizations do well in aiming to the village environmental pollution status.
