In recent years, with the interweaving influences of the combinationof global climate changes and large-scale economic development, theproblems, such as severe water pollution and worsening water ecologicalenvironment, etc., are becoming increasingly prominent. Chang-Ji-TuDevelopment and Opening-up Pilot Zone, as an important strategic areaof Yanbian development and opening-up in China, the water ecologicalenvironment management and protection of which are extremely urgent.On the basis of analyzing the economic society development and presentwater environment quality situation of Chang-Ji-Tu Development andOpening-up Pilot Zone, by employing the IPAT Model to study theinfluences on water ecological environment caused by population andeconomic development, this paper conducts analysis on comprehensiveinfluences caused by population growth, high-speed economicdevelopment and technical progresses on water ecological environment; based on this, by combining the policies, such as national macro-controlpolicy and the economic society development long-term plan of JilinProvince, etc. and taking the comprehensive functions of factors, such aspopulation, economy and technique into consideration, this paper sets upthree scenario models of the future economic society development andwater ecological environment protection of Chang-Ji-Tu Developmentand Opening-up Pilot Zone, they are: baseline scenario, ideal scenarioand recommendation scenario, applies expanded STIRPAT Model toproceed the scenario prediction of the water ecological environmentcarrying capacity, analyzes the pressure and challenge of water ecologicalenvironment under different developing patterns, studies and proposes theprotection pattern for the economic development and water ecologicalenvironment of Chang-Ji-Tu Development and Opening-up Pilot Zone;finally, by integrating the model data fitting results, under the framesystem of national and local policies, this paper presents thecountermeasures for the water ecological environment management of thepilot zone. The research findings can provide technical support for the water resources protection of Chang-Ji-Tu Development and Opening-upPilot Zone in the process of economic development.
