In recent decades, with the accelerated process of industrialization, the city obtained the rapid development. And people’s production and living are more and more dependent on city. However, with the speeding up of urbanization process, and the expanding of a variety of regional central city scale, all kinds of ecological crisis, such as environment pollution, water resource shortage, excessive expansion of urban population, energy consumption of urban. These problems forced people to seek methods to solve the crisis of human development. Then sustainable development theory arose at the historic moment. Today the theoretical study of sustainable development is regarded more and more significant in all the countries in the world, and application practice of sustainable development is more and more widely. In recent years, sustainable development theory, combining the theory of circular economy and low carbon economy theory became a hot spot in the urban sustainable development. The theorization has great significance to new cities or new area development.According to 《The Master Plan of the City of Dalian (2009-2020)》, Xiaoyao Bay international business district is vice center of Dalian city and core area of new urban area. After completed, it will become the international business center, reflecting with Dalian Xinghaiwan center. In recent years, considering the sources of energy, resources, ecological problems has become a consensus in the planning and construction. Sustainable development and scientific development have become regional development demands. Under this background, Xiaoyao Bay international business district proposes to construct eco-city. reviewing area planning and construction by the view of ecological priority, integration of resources, energy and environmental perspectives.This article takes Xiaoyao Bay international business district as an example. The sustainable development theory combines with circular economy and low carbon economy, showing methods and specific content of the ecological planning research of Xiaoyao Bay international business district based on the concept of sustainable development. Through detailed analysis of the land exploit and the development conditions, this article demonstrates the basic development of the region, function analysis and land use. This research calculates the electric, heat power, gas and other conventional energy demand, on the basis of these it plans conventional energy and new energy. It estimates the quantity of the water supply, sewage, recycled water and other conventional water resources, on the basis of these this article plans conventional water system and rain water, recycled water, sea water, etc. Public transport, urban roads, parking are studied, then green traffic system is constructed; At the same time, the paper illustrates the building energy saving, environmental health, etc. This article is based on the existing ecological environment, regarded the concept of sustainable development as the core, circular economy and the low-carbon economy as the main line. It designs the humans-ecosystem-environment system of multi-factor, multi-level and multi-objective, and optimizes the structure and function of the system. In the ecosystem of Xiaoyao Bay international business district, economic construction, social development and environmental protection integrate, efficiently develop, virtuous cycle. This article suggests that the future city planning will be set up with a guid of sustainable development. The guid emphasizes that "cycle" and "low-carbon" are main in comprehensive system, finally leads the social and economic development mode shift.
