Socio-economic is developing rapidly, but china’s current water pollution problems, specially watershed pollution and groundwater pollution have become an increasingly serious problem, which seriously restricts the socio-economic’s continuable development. At meantime, watershed is not only a natural unit, but also an administrative unit, its water condition directly affects ecological security of the watershed as a whole. Therefore, the realignment of watershed environment and water pollution is imminent.On past achievement, this paper aims at the serious problems of domestic watershed environment and watershed pollution in current, combining of positive analysis and normative analysis method, taking Liao-he river for example, puts forward a proposal of emission trading to resolve watershed pollution and builds emission trading mechanism so as to provide theory guidance and reality basis for controlling watershed pollution and improving watershed environment.The conclusions of this paper are mainly as follows:first of all, through normative analysis, comparing of three ways to solve the water pollution, it concludes that watershed emission trading is the most effective measures to address water pollution by far; secondly, to Liao-he basin for cases, taking chemical needed oxygen volume (COD), and ammonia nitrogen (NH3N) as main subject matter of emission trading, estimates out chemical needed oxygen volume (COD) initial emission right in He-bei, Inner Mongolia, Jilin, and Liao-ning four provinces is respectively397,500tons,262,000tons,226,000tons, and324,400tons, ammonia nitrogen (NH3N) initial emission right in He-bei, Inner Mongolia, Jilin, and Liao-ning four provinces is respectively29,600tons,19,500tons,16,800tons,24,100tons. Based on paid assignment, estimates the price of initial emission permit allocation in Liao-he river basin is6,200Yuan/ton according to the average social costs of pollution control in the Liao-he basin; thirdly, this paper builds a specific mode of watershed emission trading, including primary market, secondary market and supporting measures. Through above analysis and conclusions, this paper will provide guidance and recommendations for future water pollution prevention and control in Liao-he River basin as well as the whole nation.
