Secondly, establish awatershed management primarily inter-area control management system, set upprotection committee and river water resources commission in the valley of river basinwater resources, who can rational develop water resource and unified manage the pollution of water resources. Thirdly, in the premise of construction which has beenestablished by the river basin water pollution control system, the article put forward newimprovement suggestions on the basin ecological compensation system of provincialcoordination, which Including compensation subject, compensation standard, andcompensation mode choice three aspects. Finally, according to the unstrict liability onwater pollution, putting forward measures of strict legal responsibility from three aspectsof civil liability, administrative liability and criminal liability, aiming at supply powerfullegal guarantee for the basin river pollution control.
