| How to reduce the environmental risks and ensure environmental safety have been an important issue for environmental protection workers in the development process of the petrochemical industry. The annual output of100,000tons of methyl methacrylate (MMA) installation was selected as an evaluation subject, and the researches about controlling environmental risks and ensuring environmental safety for this installation were carried out in this paper. The main purpose was to provide a basis for developing environmental security strategy for the petrochemical industry.The environmental risk assessment, environmental safety pre-assessment and environmental safety evaluation of a new project of production100,000tons MMA per year was made, and the hazardous chemicals and dangerous and harmful factors related to the MMA installation were identified and evaluated. The leakage accidents of hydrocyanic acid and acetone cyanohydrin were simulated by using ALOHA simulation software, and then the distance for ensuring personnel safety and environmental safety was calculated. The persistence, bioaccumulation and toxicity of the main raw materials of MMA installation was evaluated based on persistent, bioaccumulative and toxic (PBT) chemicals rules for predicting the long and short-term effects that may be caused to the environment and human health. The hazardous substances, technology risk, and safety compensatory measures about MMA installation were analyzed with preliminary hazard analysis (PHA) and DOW’s fire and explosion index evaluation method. The extent of damage of the fire and explosion was estimated through quantitative calculation. In addition, the control measures for main hazards were designed, and the preventive measures were proposed based on technology selection, security management, equipment selection and other aspects, so as to ensure the safety of the project construction and environment. |
