The frequently occurrence of environmental risk accident makes people’s attention divert from the normal environmental impact to the possible occurrence of risk accident gradually. Environmental risk assessment, as a new topic in the environmental impact assessment field, has increasingly attention in China and international organizations.Petrochemical projects, as people’s livelihood industry, have been the focus of China’s environmental risk assessment because of its production, storage and transportation process more involved inflammable, explosive, toxic and harmful substances. Caustic soda is an important basic chemical raw materials, its applications involving a wide range, including the chemical industry, light industry, medicine, metallurgy, textile, printing and dyeing, enamel, glass, and oil industry, occupies a very important position in China’s national economy, but study reported that not much of the of caustic soda environmental risks. This article is mainly petrochemical construction project environmental impact assessment theory and method of caustic soda project environmental risk assessment procedures, and to100,000tons/year of caustic soda project, for example, to study the application of environmental risk assessment, in order to grasp the caustic soda project risk characteristics for the purpose, and thus provide a true and reliable scientific basis for environmental risk assessment and management of the enterprise.Through the process of caustic soda potential risk analysis, this paper identifies the project mainly involves hazardous substances include:sulfuric acid, the acid waste water, chlorine, hydrochloric acid, hydrogen, acetylene, hydrogen chloride, sodium hypochlorite, etc., and hydrogen chloride and chlorine environmental have the greatest impact risks among above things. Emission targets under the "Air Pollutant Discharge Standard"(GB16297-1996) two standard emission concentration limit for HCl≤100mg/m3. Project emissions in the normal production of hydrogen chloride and chlorine in the wind (u=3.0m/s), small wind (u=0.8m/s) and static wind the ground axis1hour concentration maximum occurs in the small wind sources400m wind direction at the maximum concentration value0.0786mg/m3. The total emissions amount of soot, sulfur dioxide, industrial dust is29.95t/a,110.88t/a,226.34t/a. The total amount of wastewater discharge to30.43×104t/a, the COD total emissions of23.50t/a, and outside the sewage water treatment facilities and water reuse facilities accident, satisfied sewage quality in. Project solid waste salt mud and salt slurry, salt mud main component is calcium carbonate, barium sulfate, magnesium hydroxide, sodium chloride and water generation amount for13000t/a,50%of the moisture content. The project production process materials and products are hazardous chemicals, highly corrosive, the occupational hazards. In order to effectively prevent the occurrence of environmental risks, and ensuring workers’ personal health, this paper concludes with a caustic soda project for the risk management measures and emergency plans.
