The Research Of The Technical Disaster Contingency Mechanism In STS Theory

The rapid development of technology brings new power for human beings toconquer the natural world, and also it helps to earned more advantages from thedevelopment of technology to us. However, people would face more technologychallenges because of it. Such as, nuclear power might create so much energyresources for human, but what if the explosion happened,millions of people mightdied in a moment; High-tech, as a clean product, it has more advanced technology,nevertheless it still can lead to the technology disaster, and the destructiveness to theecology environment is hard to be cumulated. And there is a typical example, toomuch chips produced caused a big pollution to the underground water. In addition,there are some other bad effects, for instance, an explosion accident, a poison effect, apollution accident which was caused by few manufactures, chemical industry. Thosefacts illustrate one thing, every coin has two sides, the consequence of society whichwas caused by the technology also has duality. In order to let the public know moreabout the technology, to improve the enterprise security management and the level ofgovernment departments in disaster management, thereby reducing the damagecaused by technological disasters to mankind. so the research technological disastersemergency appears to be more important.This paper would study the disaster emergency management in our country fromthe perspective of STS theory. Above all, I would summarize the conception of theSTS theory and the technological disaster. And then I would focus on the analysis ofthe problems which was caused by the technological disasters. Aimed to all specificproblems, I was going to offer countermeasures to improve our abilities to handletechnological disasters from the public and the government.This paper contains three parts, first part is the basis of this paper. Firstly, itelaborates the research of the STS theory, this would let people know its originals and their study objects, it illustrates the significance of studying in STS theory. Secondly,I might descript its conception, characteristics, classification, reasons of the process,consequences of the process and development stages in details. To get the pubic toknow the technological disasters’ conception completely, thereby it provides the basistheory for the following research.The second part, I mainly explained the existing problems for the technologicaldisaster management at the present stage. It include four sides, the lack of earlywarning mechanism of technological disasters, uncleared emergency mechanism ofthe department, imperfect information regulatory regime, inadequate support of thelogistical support system, etc.The third part, this part is the emphasis of this paper. For the purpose of bettersolved our technological disaster’s problems, this paper would focus on improvingemergency and STS theory publicize to strengthen educations, letting more peoplesto know the scientific conceptions. Afterwards，I was going to illustrate three parts forthe government to improve the management of technological disasters, and those arethe building of legal system, the emergency response system, the responsibility foraccountability. Simultaneously, we should attract the public attentions to face thetechnological disasters. Accordingly， to improve our technological disasters’emergency system, in order to reduce the damage from the disasters and achieve thesociety harmony.
