The Research On The Flood Disaster And The Prevention And Reduction System Of The Disaster In Chongqing

Chongqing has a subtropical humid monsoon climate.Being greatly influenced by monsoon,the ratio of rainfall of Chongqing has changed greatly,and it has frequent rainstorms in summer as well.Mountains and hills are the dominant terrain,and Chongqing has a complex entironment.It is also densely covered by many rivers and deep gullies.For the great population density and the increasing infrastructure construction in this area in recent years,natural environment is destroyed more severely than ever.Thus,natural disasters happened frequently and the situation of disasters was serious.Flood disaster is one prevalent disaster that causes great losses in all types of natural disasters in Chongqing,which severely restricts the sustainable development of regional society,economy and environment of Chongqing.A study on that how the flood disaster of Chongqing is formed,the formation-process of the flood disaster and the disciplinarian of distribution have great meaning to the prevention and reduction of the flood disaster in Chongqing.Based on the analysis of natural background and social economy background of Chongqing,from the angle of the system of flood disaster,the type,character,harm,cause of formation of the flood disaster of Chongqing were analysed in detail.And by analysing the experience and deficiency in prevention and reduction of the disaster in the past of Chongqing,being dead against the fact of prevention and reduction of the disaster at present in Chongqing,the guidelines,principia and the primary counter measure of the prevention and reduction of the disaster are brought forward.Through this study,the system of controlling flood disaster which is consistent with societal and economic development can be established,and the comprehensive ability to prevention and reduction of the disaster of Chongqing can be improved.Furthermore,the basic scientific foundation for the safeguard systerm can be offered,and the sustainable development of society and economy can be come into being in Chongqing.The full paper is divided into the following eight parts.The first part elaborates the background and significance,the present research situation of the domestic and foreign,research contents and methods.The second part is a general introduction of research region.It sums up the geographical position,natural condition and social economy condition of Chongqing.The third part analyzes the type,criterion,character of the flood disaster of Chongqing.The fourth part is the analysis of harms of the flood disaster of Chongqing,including the destroy of lives of human beings,country economy,society life,circumstances,and so on.The fifth part analyzes the cause of formation of the flood disaster of Chongqing. It includes relief,weather and climate,water systems and rivers,soil and vegetation,as well as artificial factors.The sixth part takes flood disasters of Chongqing in 1954,1981,1982,1998 and 2007 as examples,and analyzes the rain complexion,water complexion and general situation in detail separately.The seventh part points out the corresponding counter measures of prevention and reduction from the problem of the flood disaster of Chongqing.The eighth part makes a conclusion and some existing problems.
