With China’s entry to WTO, it is more and more pressure and challenges for Chinese tobacco enterprise to be up against international tobacco enterprise. . For the demands of international market competition, it is necessary that tobacco should meet the demand of Chinese consumers and China need to have some intellectual property rights of tobacco manufacturing processes. These opinions are described in "China Tobacco Science and Technology Development Outline" and "medium and long term science and technology development plan for the tobacco industry" issued by State Tobacco Monopoly Bureau. On the other hand, the tobacco enterprise is asked to have a quickly responsiveness to arrange the supply of goods ordered by the customer. So it is very important to lift up the ability of flexible manufacturing, which could be one of the modes of tobacco primary processing in future.Hang zhou Cigarettes Factory will build a new tobacco primary processing in " 11th Five-Year Plan ".The research on flexible tobacco primary processing has been carried on. The main planning and design work are as follows:1. Classification processing mode of the highest constructive elaboration. According to the different varieties and specification of tobacco, different fabrication methods are adopted.2. High degree of market-oriented cut lamina blending mode. The product is be made in the last process of blending or flavoring.It adapt to market variations. The tobacco products which the customers order will be supplied in a short time.3. Automatic cut lamina storage bin system mode of high coarctation. Cut lamina, DIET, CRES, short lamina, Recon lamina and brand lamina are all stored in the integrated warehouse buffer system. The rigid connection among the silo and the feed maker is canceled.4. Manufacturing is controlled more intelligently. Control and monitoring system for primary processing is well designed. The control of production plan, Logistics System and product making achieve intelligent management.At last, the dissertation summarizes the research, and makes prospects for future work of designing about MES.
