With the rapid development of the national economy and the improve of people’sliving standards, building industry have developed high-speedly,and building energyconsumption continues to increase also. Building energy-saving seems to become aconcern of the whole society focus now, and energy efficiency is a top priority ofexisting buildings. It is necessary to fully grasp the current characteristics of operationand management of existing public buildings in Chongqing. With the analysis of mainfactors affecting the building energy consumption and place main factors in the orderof importance, to provided an exploratory way for nergy-saving renovation of existingpublic buildings in Chongqing.First of all, the paper carry on study from the level of energy consumption,operation and management, energy-saving consciousness of existing public buildingsin Chongqing to find out the current situation of energy consumption and operatemanagement. The investigation information shows that existing public building energyconsumption is high, serious aging equipment, property and tenants out of touch on themanagement of equipment, the low sense of energy-saving consciousness.In order to master energy consumption characteristics of the existing publicbuilding, and clear main factors affecting the level of energy consumption and itsimpact, the paper based on questionnaire research combined with field test mode, tocarry on air conditioning system diagnostics test of typical existing public buildings inChongqing, and extract out of the six class one impact factors with24secondaryimpact factors. And using the combination of quantitative and qualitative factorsaffecting the calculation of the analytic hierarchy process to calculate the weight ofmain factors of air conditioning system: in the six impact indicators, the weight of themaximum from the host air-conditioner system, achieve to0.4388; in the secondaryinfluencing factors, the weight of the maximum from the EER, achieve to0.1958.Then, the paper construct an evaluation system of energy-saving renovationexisting public buildings for air-condition system with the method fuzzycomprehensive evaluation in Chongqing. At first, dividing the main evaluationindicators of grade with relevant specifications for air conditioning system and thediagnostics test results, and using weighted of the fuzzy comprehensive evaluationmethod to identify the various factors and their membership degree vector to get fuzzy judgement matrices,at last, normalized the fuzzy judgement matrix and the weightvector to get the fuzzy integrated evaluation results, which is result of energy-savingpotential by evaluated object.Finally this article take a large shopping mall in Chongqing as example, usingcompleted construction of evaluation system on its exploratory evaluation. It showsthat the level of air-conditioning system are qualified level, which has a large potentialfor energy-saving.
