Malian River basin located in Loess Plateau at eastern of Gansu Province and at northeast ofJin River basin, is the typical area of the Loess Plateau and an important part of Ordos resourcebase. The main problems which we are facing for substantial development of the basin includeindustrialization process, contradiction with water demand over supply, and the healthy life of theriver threatened. This paper analyzes the status quo of developing and using water resource in thebasin and problems rising based on the natural condition and the current situation of the socialeconomy development, forecasts the water needs as the economy development, adopts the methodof theoretical analysis to optimize the allocation of the water resource. The study result is animportant reference to solving water shortage in the social economy development.(1) This paper makes an overall analysis and calculation for surface water, undergroundwater, total water resource, and allowable yield of Malian River basin, in combination with itsphysical geography, climate, precipitation, and hydro-geological conditions, and analyzes thestatus of water needs and supply, sums up the problems rising in the process of water resourceutilization.(2) This paper makes a rational forecast for water needs of various industries (people andlivestock in countryside, urban drinking water, agricultural, industrial, tertiary industry, andenvironment) in2020and2030according to the social economic development indicators, basedon water resource prediction theory. The water needs in2020is forecasted to be4448726400m3,and the water needs in2030to be525278700m3. It showed by the current water resource andusage status that the water shortage will become more and more remarkable with the populationgrowing and the economic development if we keep the same water supply capacity, while thewater shortage will hamper the agricultural production and economic development.(3) Establish and solve the optimized allocation model. The rational allocation modeltargeted for the maximum comprehensive benefits of economy, society and environment isestablished. The three targets are: economic benefit-maximum benefit for water supply, socialbenefit-minimum water shortage, environmental benefit-minimum COD emission. The modelparameters are determined by discussion, and the train of thoughts to solve the model with Matlabis presented specificly. (4) Application: based on the current water utilization in2010, this paper applies the modelto the water resource allocation of Malian River, and solves it with Matlab, then the rationalallocation proposal for2020and2030is worked out under75%of reliability. This paper analyzesthe optimized result in three aspects, such as water distribution, balance between water needs andsupply, target value. It is showed by the analysis that the optimized allocation result is feasible,and it can be a reference to the water resource planning and management.
