Research On Organization Structure And Its Operation Mechanism Of Large And Medimum Hydropower Stations Oriented To Centralized Control

Under the traditional monomer hydropower station mode, problems such aspersonnel redundancy, separation of operation and maintenance, employees’ weak inawareness of standardization remain. With the rapid development of computer controland water power management technology, more and more hydropower stations haveadopted or are planning centralized control mode to replace traditional monomerhydropower station mode. However, current hydropower stations centralized controlmode focus on the technical level, with relatively weak in research and practice of themanagement level, and has not yet formed organization management mode andoperation mechanism to match the mature technology standard.In this context, in order to study large and medium group by using organizationtheory and design, industrial engineering, human factors engineering, managementscience theories and methods, its to carry out research and design of the two majoraspects of the organizational structure and operating mechanism.Firstly,“centralized control hydropower stations” is definitied comparingtraditional hydropower station and centralized control hydropower stations of theoperation and maintenance of the characteristics and it’s pointed out that the centralizedcontrol of the operation and maintenance of large and medium hydropower groupintegration trends and needs, combing China’s centralized control of large and mediumhydropower group organization and management status and problems and proposeproblem-solving ideas.Then the centralized control of the organizational structure of the hydropowerstation group design method to implement the operation and maintenance of integrationfor requirements will be studied with methods such as process objectives “5W1H”questions and ECRS principle and diagnostic analysis through the process, job analysis,job analysis based on integration of the operation and maintenance; on this basis, theshift mode, the On-call emergency mechanisms, training and assessment mechanism,incentive mechanism and the five aspects of the management system was used to carryout research that build the organizational structure to match the Operating Mechanismfor centralized control of large and medium hydropower group.Finally, the organizational structure and operating mechanism of programmedesigned is implemented in JZG hydropower to initially verify the validity and reasonableness of the programme.
