About the promotion of social development and progress,construction of humansettlement environment plays an increasingly important role, but it will also consume alarge amount of non-renewable resources, generate large amounts of waste, phagocytizecultivated land, and may pollute the air and water, sustainability of the construction ofhuman settlements environment.And also important factors that influencing "energy-saving and emission reduction" and promoting" low carbon economy". Atpresent, the bottleneck that sustainable evaluation of human settlements is restricted bydifficult valued natural resources public goods, human services, particularly is restrictedand difficult to formulate unified evaluation standard. Exploring the construction ofhuman settlements environment positive and negative unify valuation standards,seeking the scientific evaluation methods of sustainable construction of humansettlements environment are very important to promot the sustainable humandevelopment. At the same time,construction of human settlements environment emitslarge quantities of greenhouse gases, it directly affects the change of global climate,sovaluation of sustainable development of human settlements and how to measure therelationship between its development condition and carbon emissions, evaluation ofsustainable development of human settlements environmental construction, advancing "low carbon economy" development is the development of a hot spot for research.Accordingly, the research based on construction of human settlements environment,take rapid construction of human settlements in Chongqing as the breakthrough point,use the energy analysis method, constructe sustainable evaluation model and indexsystem of the construction of human settlements environment; analyze the temporal andspatial variation of the material flow,energy flow and information flow, master spatialand temporal change of the energy flow in human settlement of Chongqing, reveal thesustainable distribution and evolution in the study area, strive to providing evidence forthe same types of major projects’ sustainable evaluation.By the research analysis informed, There are following characteristics ofresidential environment construction of sustainable development in Chongqing: firstly,value of a currency higher rate in Chongqing means the underdevelopedeconomy.secondly, Per capita could use value increases gradually,but value stilllower.Thirdly, energy function densities still higher, environmental pressure increases gradually. The fourth, economic level in recent years continuous increase, but theenvironment load rate relatively high.The fifth, energy provided is higher, environmentloading rate gradually increasing.The sixth, Welfare index is still low, the people’slivelihood problem has not got enough attention.The seventh, residential environmentconstruction of sustainable development declines. The eighth,the EFCISD of residentialenvironment construction system continues to decline, system construction increasinginfluence to global climate change.According to the residential environment construction system sustainabledevelopment in Chongqing,there are Some suggestions to the construction ofresidential environment in chongqing in the future.Firstly, Adjust the industrial structure,change the economic growth pattern.Secondly, development of new energy andrenewable resources, increase strength performance.Thirdly, reasonable use ofenvironmental resources, control the speed of population growth.Forthly, Enhance thesystem openness, strengthen the introduction of foreign energy.The fifthly,pay attentionto social welfare, strengthening the people’s livelihood projects.The sixthly, rationalplanning of land resources in Chongqing.
