Currently, process improvement is consistently considered as the effective work to advance development quality and production efficiency of the products. As a reference model for process improvement, CMMI-DEV covers the development and maintenance activities applied to both products and services, and has become the most popular and applied standard of development process and authentication of enterprise management maturity. Under the framework of CMMI-DEV, the activity of identifying and defining measures is not only the core and foundation of the measurement and analysis process area,but also the key factor to decide weather the measurement system is reasonable and effective. The difficulties such as ambiguity of measurement purpose, lack of common criterion in defining measure and faultiness of related procedures are ubiquity, when implementing the activity of identifying and defining measures. To solve these problems, this thesis studies on the CMMI-DEV and the existing measurement technologies, proposes a measurement model under the CMMI-DEV, researches on a new method about identifying and defining measures based on the model, and designs the related application system and analyses the examples of process improvement. The main works are as follows:1. To establish foundation for the following researches, we research deeply on the CMMI-DEV, the EITVOX process modeling method and the basic theory of measurement, and analysis the representative measurement models in depth.2. We research the measurement and analysis process area of CMMI-DEV and propose the GDMIM which is a measurement model under the framework of CMMI-DEV. The model consists of measure definition component and priority quantitative component. The former integrates GDM with PSM, and builds the formal mechanism for linking the business goal to the measurement plan defined by CMMI-DEV, which has specific measurement purpose, normative measure definition and complete measurement procedure. The latter proposes the house of goal base on QFD theory, and builds the priority quantitative and evaluation mechanism of business goal, key process goal, measurement goal and information need, which is more impersonal and rational in controlling the size of measures.3. We design the measurement process based on GDMIM. The measurement process is described with the EITVOX process model, and consists of six interrelated steps: identifying business goal, identifying key process goal, identifying measurement goal, identifying information need, defining measurement construct and defining measurement procedure. The measurement process illuminates how to identify and define correct, criterial and complete measures according to the hiberarchy of GDMIM in detail, and provides rigorous and criterial guidelines for the activity of identifying and defining measures under the framework of CMMI-DEV.4. We design and implement the Measurement Information Workspace on the basis of the GDMIM, and apply with an example of CMMI-DEV process improvement. According to comparatively analysing the result of system application, it shows that the measurement model of this thesis can solve the problems of ambiguity of measurement purpose, lack of common criterion in defining measures and faultiness of related procedures more effectively, and control the size of measurement and analysis process more impersonally and rationally.
