Research On The Emergency Response Mechanism Of Sea Passage Of China

Global trade activities are dependent on sea transportation. Sea passage is th e lifeblood of global trade development. As sea transportation is complex, sea pa ssage emergencies happen occasionally caused by natural environment, ships, pers onnel and political factors. Impeccable sea passage emergency response mechanis m can quickly control emergencies and reduce the loss of emergencies. Thus the research on emergency response mechanism and its internal coordination has im portant theoretical significance and application meaning in promoting China’s mar itime incident coping, maintaining global shipping trade stability and constructing harmonious society.First of all, this paper studies on the related theory of sea passage emergen cy response mechanism. The results show that sea passage is international, histor ic, difficult to meet emergency and weakly controllable. According to the emerge ncy types and ranks, sea passage emergency mechanism can be divided to four classes. Secondly, this paper constructs emergency response mechanism including emergency organization system and the emergency response procedures. The me chanism is government leading, classified, fluctuation, upper and lower joint, terri torial primarily and quickly. The emergency response relies on domestic and fore ign local emergency response force. Thirdly, this paper analyses main body’s fun ction and structure of the emergency response by multi-agents theory and build e mergency response process model by Petri nets. The research shows that all type s and levels sea passage emergency has different works with different time chara cteristics. Fourthly, the paper establishes time optimization model reflecting emer gency time, cost and ability by the theory of network plan. And the paper simul ates and optimizes typical sea passage incidents by using Monte Carlo simulation and Crystal Ball software. The results show that with the improvement of emer gency level, sea passage emergency time reduce less obvious, expenses improve significantly and the enhance of ability slow down. And the emergency power of low level has higher ability by less cost. Finally, this paper s put forward that sea passage emergency response mechanism construction of china shall strengthen emergency response linkage, construct comprehensive emergency information plat form, and improve emergency security system with profession and socialization.
