With the explosive growth of car ownership across the world, urban-traffic problems are gradually emerging. After experienced a continuous expansion of road infrastructure, countries gradually trun to Intelligent Transportation System (ITS) to solve urban-traffice problems.Traffic information release system which is an important part of ITS is used to release traffic information to traveler. Research and development of traffic information release system has great pratical significance.A new type of traffic information release system is introduced in the dissertation, which is Proactive Service Traffic Guidance System (PSTGS). In PSTGS, Proactive Service Traffic Guidance Device (PSTGD) can be divided into Proctive Service Traffic Guidance Information Releasing Device (IRD) and Proactive Service Traffic Guidance Information Receiving Device (TGIRD) for their different functions. Realtime dynamic traffic guidance information is directly sent to IRD by the GPRS network. Then IRD releases the traffic guidance information timely and accurately to TGIRD through the Zigbee wireless network. And the traffic guidance information is broadcasted voicely with the text to speech (TTS) technology by TGIRD, achiving proactive service function.To realize the system function, the dissertation carefully research and develop the hardware and software design of PSTGD. Designs IRD with GPRS, GPS, Zigbee and data storage function; Designs TGIRD with Zigbee and TTS function. Firstly, the technology of modules in PSTGD is discussed. Secondly, the dissertation wonderfully finished hardware circuit principle diagram design and PCB circuit design. Thirdly, based on the hardwre platform, with different software development tools, modules’ software design is completed by the dissertation, and that is to the high efficiency standard communication protocol.To guide the traffic flow, the location of the PSTGD is studied in this paper. Firstly, the paper presents two location models, one is about the total guided vehicle’s number and the affect range, the other is about congestion degree and the affect range. Senondly, the dissertation creates and solves multiclass Logit-based SUE model about the traffic assignment question in the route network. In the end, the location is determined considering the goals’weight distribution of the model, the road characteristics and the total spending. On the basis of theoretical studies, the paper selects city Beijing to do experiment’for two locations models and derives four sets of results following the principle of location. Also the pros and cons of the two models are indicated by analysising the result of the simulation experiment.
