The periphery area between the freeway and expressway takes the task of traffic flow conversion between inside and outside the city, for it not only long-distance transportation, but also the pressure from urban traffic. However, due to some systemic problems, there is a management blind spot on periphery expressway. Nowadays, the congestion of periphery expressway and whether to cancel the toll of these expressways have become heated topics. As a measure of demand management, congestion charging can ease the alleviating traffic congestion by using economic means to guide the people’s travel. Therefore, it is drawing more and more attention from academic fields. On the aspect of traffic demand management, this paper proposed turning the toll mode of periphery expressway into congestion charging to ease traffic congestion. Then it discussed the necessity of this transition.First of all, this paper outlined the theories of supply and demand, as well as the economic attributes of expressway. Meanwhile it summarized the mechanism of the congestion of periphery area and analyzed its impact on travelers. After that it traffic flow on the space, time and correlation,. Then it discussed the necessity of turning the current toll mode into congestion charging and researched the goal, principle, and charge object of the charge.Secondly, based on the comparison between the charging models at home and abroad, this paper built the bi-level programming model for periphery expressway charging considering two kinds of users—private cars and taxis. In the upper level, the government decision Variable was introduced to help decide which kind of user gets the priority. Since most researches are focused on the SUE with fixed demand, this paper has taken the interaction between the two kinds of users into consideration in the impedance function, on the basis of which the SUE model with elastic demand in the lower level was built. Moreover the equivalency of the model was proved and the Solving Algorithm was presented.Finally, it takes Highway G2as example. The results show that under the condition Stochastic User Equilibrium meeting the elastic demand, government needs to charge the two kinds of users differently so that the demand could be controlled and the pressure of the highway could be released.Practice proves that the methods are feasible and efficient and it could provide the foundation for alleviating traffic congestion of periphery area.
