This paper analyzes the urban transport structure optimization of the basic concepts and theoretical basis, introduced the concept of low-carbon cost with the innovative thinking as as an important goal of urban transport structural optimization. Carbon emissions as a global hot spot, how to make it reasonable is a major problem, the cost proposal of the concept of low-carbon, can serve as a beneficial supplement to the problem.This paper analyzes the urban transport carbon emissions calculation method, then construct a computational model of carbon emissions, put forward the concept of low-carbon costs, after building low-carbon cost model, based on building cost structure optimization model of urban traffic, finally we analyze the model in the levels of theoretical and practical application. The paper’s core work focuses on two:First, build the low carbon cost model. In this section, the key and difficult problem is to estimate carbon emissions, this paper estimate of carbon emissions by building a model, then the preparation of urban transport carbon emissions calculation software. Using this software, it not only can estimate the objective function of urban carbon emissions, but also made for the carbon cost of providing support for the concept.Second, build structural optimization model of urban traffic based on low-carbon-cost. This is the most important and difficult point to this paper, there are two key points:First, how to accurately determine the objective function. Mobility, ecological and sustainability are three important goals, we sent its three largest integrated utility as the ultimate goal function. Second, how to introduce the concept of low carbon cost optimization model. This reference gravity model, the cost will be minimal as the low carbon conditions for the introduction of ecologically sustainable one.Finally, with the World Bank project data as the basis, this paper analysis of the empirical model to test the practical application of the model and scalability.
