With the acceleration of the urbanization process and increasing levels of motorizationin China, The problems of urban transport that traffic congestion and environmentalpollution have become increasingly prominent. The reason of traffic problems is imbalancein the relationship between transport supply and demand, however, due to the restrictionsof land use and funds, the way that increase the road length and improve the networkdensity of the road to increase the traffic supply become more difficult, therefore, the waythat adjust the traffic demand distribute on the spatial and temporal by transportationdemand management policy to solve the traffic congestion become feasible. In recent years,major cities carry out the measure of staggered rush hour plan that suit to their ownsituation to improve urban traffic congestion, but due to the different conditions of thecities, the results are different, and there are seriously influence in some cities. In this case,It is meaningful to study the measure and effect of staggered rush hour plan to guide thegovernment to practice.The paper give a brief introduction to the definition, composition, classification andits influencing factors of the trip chain start with the features of travelers, moreover, thepaper divide the influencing factors to the social factors and the family influences. On thebasis, the paper research the residents travel survey data of Jilin City in2008to providesdata support for the later study.In the process of studying the strategy of the traveler’s choice process, the paperresearch the mechanism of the measure of staggered rush hour plan from three aspects:thestructure of the trip chain, travel mode and departure time of departure.In the process oftravelers decide how to travel,the First of all will choose the trip chain structure, and thenselect the way to travel, and last choose the departure time. So on the basis of thedecision-making process of the travelers, this article studied the relationship between themain factors and established the structure of the trip chain choice MNL model, the MNLmodel of travel mode choice and the Bayesian model based on the starting time on the baseof the residents travel survey data of Jilin City in2008,at last the paper analyzed anddemarcated the parameters of each model.The same time, the paper summed up the key factors of the measure of differentworking hour by studying the Strategies which are took in the cities and discussing theadvantages and disadvantages. The paper further studying the Target population and Timestandard of the staggered rush hour plan in Jilin, in basis of it, the paper designed the Strategy of the staggered rush hour plan combination with the residents travel survey datain Jilin City. Moreover, contact with the standard vehicles tables, the paper calculated thetotal demand of the residents at various stages of travel by the travel mode and departuretime cross-structure table which is from the model.Last, the paper evaluated the effect ofthe strategy which designed on the above in Jilin City.On the basis of the data, mechanism, model and outcomes research, the papersummarized conflicts of the measure of different working hour to department andsuggested the strategy to protection the staggered rush hour plan get good effect.
