Study On Freeway Closure Standard Under Snow And Ice Conditions

Road traffic safety is not only a worldwide problem， but also a social problems whichprofound impacts on the sustainable development of human society. As an important part of theroad transport， freeway construction and operations in China， only20years of history， butown significantly higher accident rate and casualty rate， showed a completely differentoperations with foreign countries security features.In the factors which affects freeway safety， snow and ice on the freeway is more serious，especially in the Northeast by the severe snow disasters. The snow has been a great threat to thesafety of freeway. In order to improve the security features of the snowy freeway， and putsforward the closure of the freeway measures and supporting security technology， to be the maincontent of this paper.First collect the traffic flow parameters in normal weather and snowy weather ofHeilongjiang freeway where undergo the severe snow disaster weather， organize and carry out acomparative analysis of traffic flow parameters extraction， summed up the snow and ice impacton the freeway traffic flow.Second， collect accident data of Heilongjiang Expressway in snow and normal weatherevery year， get the distribution law of normal weather accident and find out the deep-level oftentypes of accidents and related incentives under snow weather at the same time.Again， pay a visit of expert on Heilongjiang current snow closed conditions， summary ofinformation through inquiry and text data to understand the current closure standards promulgatedreason， and read the literature， to absorb the essence parts of the closure standard of the theory，and to formulate qualitative and quantitative closure standard from more reasonable and accuratepoint of view.At last， in order to protect the operational safety of the snowy freeway， the article finallystudy the shunt diversion technology which plays a crucial role in the snow security in the roadmanagement system， and highlight introduce the sight of induction and information facilities andpresentations practicality were given about， to provide a reasonable basis consistent with local characteristics for the protection technology of freeway to develop.
