There is more than2,200kilometers’ highway range in Jilin Province, and thedevelopment of highway is becoming even faster. As a consequence, the Departmentof Road Traffic Management needs to take more responsibility to ensure the safetyand clearness of the traffic. Located in the snowy and cold area, the management ofthe highway traffic is severely influenced by some very bad weather like rainy,snowy and foggy. In order to ensure the safety of highway transportation in any baddays, the Department of Traffic Management has to set up many safety facilities,hold road restrictions or7speed limits. Sometimes, the department has to close downthe highway. Currently, when there is bad weather, even though the department takesmany influential factors into consideration and promulgates a plan and somemeasures.Actually, most of their work is based on experience. There is a lack ofquantitative management and scientific management methods and evidences, that iswhy there are many problems, such as closing down the highway inappropriatelyand limit the speed to an unreasonable level. This research focuses on the ChangjiHighway in Jilin Province. The researcher starts with an investigation and analysis ofthe traffic flow characteristics and weather along this highway. Its relevant securitymeasures and closing standards in bad weather are also researched on. Then, basedon the theory of snow compaction and water film thickness, the researcher builds amodel of the quantity relation among the rain, snow and fog. It works out a standardof closing down the highway according to the critical point of when the vehiclerollover and sideslip in bad weather and the road surface friction coefficient. It alsoanalyzes the concentration of the mist and the intensity of rain and snow, aquantitative relationship between the road visibility is built. It also builds up thevehicle safe braking distance model. The standard of closing down the highway isalso put forward based on the road visibility, and a speed limit model is then built up.Furthermore, after analyzing the characteristics of road traffic safety, it points outthat the Changji Highway can implement safety management from the followingfour aspects when encountered bad weather, namely setting up information tipssignals, warning signs at roadside, combining the sign marks and lines, setting upsafety barriers. The whole article aims at providing some theoretical basis andcountermeasure and suggestions for better management of Changji Highway. It alsohas some reference significance for highway management in similar areas.
