In recent years, the Chinese railway construction projects have got a rapid developing period. It has been expected that in the end of year2012, new established railway station will be come up to800.However,on the contrary of quickly developing of railway construction projects, some of the construction quality issues have been occurred because of the design matters. In order to put an end to these problems, the Ministry of Railways of China has paid great attentions on.It has been estimated for the risks of railway design phase, and introduced the research status of risk evaluation for railway design in this paper, it also introduced basic case of Bao Ding railway station reformed project and its electric design program, in the base of Chinese relative researches, the methods of the risk evaluation for the Bao Ding railway station reformed project and its electric design program has been brought forward. It also adopted the "Delphi Method" to process risk identify for Bao Ding railway reformed construction and electric design program, and classified the risk elements into five factors by the reason of risks in this paper. After two round of exports questionnaires,29fundamental risk factors have been identified. It also has built a elementary modle for electric design risk factors, It use AHP method to weight sorted various risk factors which were identified and classified the risk elements into five classes by importance, and adopted the fuzzy integration evaluation method to process risk of the electric design program, and realized that the risk of the electric design program is on the low side in this paper. It finally has given suggestions to risk factors, in order to lower the losses of risks in this paper.At last, it summarizes the results of this study and prospect the follow-up study.
