Chengdu’s Practice:the Research On The Planning Strategies And Methods Of "New Rural Construction" In The Early21^STCentery

China has always been famous as an agricultural country in the world. According to China Statistical Yearbook2010, China still has had712.88million rural population at the end of2009, which accounts for53.41%total population of China. With the industrialization and urbanization accelerated, China shifts its strategy from heavy industry-oriented to optimization of urban resources allocation and gives priorities for urban residents to enjoy their benefit, which leads to urban-rural dual structure and widens the gap between the two. Rural development has become the most difficult and arduous task for our socio-economic development.The report of Sixteenth Congress indicates:"Without the well-off farmers, there will not be the well-off the people across the country; without odernization of rural areas, there will not be modernization of the country." Into21st century, a new social and economic strategy for development began to be implemented in China,that is " to promote agriculture by industry, to promote rural areas by urban areas".Then " Urban-rural Co-ordination" and "New Rural Construction" strategies are carrying out vigorously and hopefully.According to literature and investigation and research,this paper firstly,summarizes the hard stage and misunderstandings of new rural construction.Secondly, shows the "SWOT" of New Rural Construction.Thirdly, turns to Chengdu’s practice to try to establish a set of planning strategies and methods which covering from planning,though implementation,to management; and not only consistenting with the current "principle of Urban-rural Co-ordination",but also Operable,more importently,can fit with the characteristics of the current rural, the current agriculture and the current farmer.Under the "Urban-rural Co-ordination" strategy leading by planning, urban planning will play an important role in "New Rural Construction" in China in the21st century.On one side, planning can normative the orders of New Rural Construction during the new period; on the other side, planning can guide the direction of development for many individual rural area and change the later life of many individual farmer. For "planning strategies and methods of New Rural Construction ", two-pronged should be approached which the author hopes to achieve that is:firstly, think how to organization numerous plans of rural areas more effectively, secondly, think how to plan a single rural area more reasonablely.Due to constraints by time and objective conditions,this paper is limited.
