Exploration On Rural Planner System In Chengdu

As an important part of urban and rural planning and management, rural planningmanagement has some characteristics like a wide coverage, social influence, weakemphasis, thin basis for the work and the implementation of the difficulty is high.Establishing rural planners system, innovating management mechanism of ruralplanning, enhancing the rural planning and management, improving the rural planningmanagement level, which are all new exploration to promote the construction ofChengdu Urban-rural Integration Experimental Region, and have great significancesand far-reaching influences for achieving sustainable development in urban and ruralareas.This paper firstly discusses the basic research of all domestic and foreign ruralplanning management theory and practice of full-time planning system, to understandthe underlying trends, organization structure, function orientation, managementmechanism and moderate classification. Secondly, article studies the external trends andinternal environment of setting up the rural planning system in Chengdu, reviews thedevelopment process, analytic system files and points of system design. Next, focus onthe implementation of the rural planners conducted a systematic study of the system,covering rural planners recruitment, the whole process of recruitment, training andmanagement performance of their duties, combining research data analysis andinterpretation of specific cases to fully grasp running system. Around the thesis researchpurposes, summed up the effectiveness and success of the implementation of ruralplanners system, the phenomenon of the sort of questions and in-depth analysis of itscauses, and proposing system optimization initiatives. Meanwhile, rural planners andgovernment transformation system platform combine to further the development ofrural planners organizational model of the system are described and discussed. At theend of the paper, the core content of the study were reviewed and summarized.
