In the past, insufficient transport capacity and large transportation portfolio of Chinese railway have led to so numerous problems such as valuing transportation capacity and despiseing service quality, mixing passenger transport with freight transport, freight trains’ departuring with full shaft assembly, low guarantee of freight transit period. So freight transport has to face serious competition in this era in which various modes of transportation are in comprehensive competition. Based on the background that railway has to how to fully participate competition in freight transport market after passenger transport and freight transport are separated with enormous increased freight transport capacity in the future,this thesis regards the punctuality of the freight transit period as the research project, which is the key factor that influences goods owner’ chooses about modes of transportation.As for the research content, this thesis analyzes the current situation of freight transit period in railway transportation and the time distribution character during the transit process, it also refers predecessors’ research result which regards forwarding time as forwarding time satisfies the normal distribution regularity. In accordance with the Monte Carlo simulation method to calculate the ratio of each transport links’ each homework time, the use of MATLAB programming to carry deadline assigned to each link.Marshalling station is adapted for a large number of wagon flow and train flow, its quality of the stage plan is the important link for goods transportation directly affect train departure plan, and has an important influence on the guarantee of delivery period. So this paper takes the stage plan assignment of marshalling station as the research object, considering the timeliness strong material by the delivery deadline will have the biggest retention time, its value will influence the distribution process. Comprehensive consideration of the connection relationship and decoding order, Establish multi-objective nonlinear programming model including assignment price, punctual departure, penalty term. Using the genetic algorithm the model is divided into sequential adjustment and the static wagon-flow allocation to solute. Using VC,LINGO and MATLAB calling each other to realize algorithm. Finally, with example to validate the model and the algorithm validity.In this paper, in order to be absorted a term into the delivery process in Marshalling Station Stage link, by changing the current assignment method to improve protection rate of the delivery period in the middle of the site.
