With the increasing growth of the world energy demand and the run out of non-renewable energy, developing low carbon economy and reducing greenhouse emission and protecting the global ecological balance have become the consensus of the world. When facing the energy crisis and environment issues, the ultra-large vessels are consuming large amount of precious oil, thus emitted a large number of exhaust gas. As a result, many countries have begun to pay attention to the research on the sail-assisted vessels to reduce the emission. In this paper, a kind of fixed speed governor on the sail-assisted vessels is put forward to analyze the speed control system, on the basis of a 24,000 dwt product tanker.In the first part, the matching analysis of ship-propeller and ship-propeller-sail is made when it is windy and calm respectively, according to the characteristic and parameters of the purpose vessel, using MATLAB to build the mathematic models of ship-propeller and ship-propeller-sail and then simulate for both this two types of matching. Secondly, the speed control mode of the sail-assisted vessel is put forward with the analysis of the sail-assisted system’s effect to the engine and engine-propeller matching. After that, the design is made of the propeller governing system, including the hardware and software design. At last, the entitative ship model and its simulated dynamic system is made below the scale of 1/229 according to the parameters of the target ship, the propeller speed controlling system of the sail-assisted ship is designed according to this experimental platform, and the result of the experiment showed that this control system is feasible.In this paper, some research of the sail-assisted vessel’s constant speed governing system is explored, through the theoretic analysis, modeling, simulation and the research of entitative experiment, some useful experience is accumulated and shall serve as the research method of the following relative programs.
