With the new technology and concept applying to the shipbuilding field, ships continue to be large and specialized, and the number of ships are also rapidly increasing leading to the crowded anchorage consequences and tremendously bad influences on ship anchoring safety. Regardless of the ship’s size, waiting for berth, the anchorage barge cargo or quarantine, situation of wind, tide, all ships need to be anchored in the harbor port anchorage. Therefore, anchoring safety problem research turn out to be particularly important. The ships safety anchorage is one of the important research topics on the ship’s safe operation, and the domestic and foreign experts, scholars have also done a lot of research on anchoring safety problems for the purpose of improving the safety of the ship anchoring.In this paper, I introduce the extenics to the anchoring safety evaluation studies, establish the anchoring safety comprehensive assessment model based on Extenics, and enrich the study of anchoring safety assessment theory and method. At the same time, on the basis of the collection of home and abroad related fields study and analysis to them, this system takes in the extension theory and extension synthesis assessment method, analyzes anchoring safety evaluation of applicability and establishes the matter-element system of anchoring safety with extenics theory, then builds up the anchoring safety evaluation index system and evaluation standard, creates the anchoring safety evaluation of classical domain and joint domain, and also establishes comprehensive extension evaluation model. Meantime, I introduce the objective of extension of dynamic weighting idea into the system combined with the subjective AHP index extension dynamic comprehensive weight coefficient.Finally, I take "Yulong" and "Tsui Chau" as examples to verify the anchoring safety extension comprehensive evaluation model. By determining the matter-element and the evaluation index of dynamic integrated weight which both to be evaluated, I apply the correlation function to calculate the correlation degree, implement it with extension synthetic evaluation, then analyze evaluation results to confirm the suitability and applicability of extenics in anchoring safety evaluation. Results of this study provide references to ship anchoring safety inurement for ship’s officers.
