Sluice is one of the critical infrastructure of the water conservancy project.Being an importantguarantee of economical society, they played an important role in many areas such as industrial andagricultural production, water supply, flood control, blocking tide, waterlogging drainage, shippingand rational use of water resources etc. However, it appeared gradually aging or local damageduring their operation influnced by long-term effects of varieties force majeure factors and thesesluices could not give full play to the role at all.It was a serious threat to the safeties of lives andproperty of the people and to the national economy. The relevant departments had given someattention and actively involved in large amounts of funds for eliminating danger and reinforcementwork which would be a focus of the work of water conservancy industry for a long time. The safetyidentification is the foundation of the reinforcement work on sluices whose focus is safetyevaluation of sluices. Therefore, it had a high research value and great practical prospect to performsafety comprehensive evaluation for sluices according to the existing theory combined with otherrelated industry advanced method.This paper summarized safety evaluation theory and method at home and abroad. In order toseek a simple and practical evaluation method of sluices and, the matter-element extension theory isoffered. It provided a basis of reinforcement work for relevant departments.The main contents wereas follows:(1)The safety evaluation index system of the sluice engineering was established based onsufficient investigation, according to the various codes and standards.(2)On the basis of the analysis of various weighting method of safety comprehensiveevaluation for sluice engineering, a method which combined AHP method with entropy weightmethod was proposed to determine the weight of index.(3)The safety comprehensive evaluation method based on matter-element extension theorycombined with instance of Heilongjiang Province analyzed the feasibility of this method on safetyevaluation for sluices.
