Study On Control Of The Cost In The Construction Phase Base On The Bounded Rationality

In the field of project management in China, out of control of the projectinvestment is a common phenomenon. Many problems unknown will appear in theconstruction stage, the time cost of this stage is long, and the cost is big, it is relatedto the profit of the project directly, so the article is based on the bounded rationality,study control of the cost in the construction phase.This article summarize current situation of project cost management at homeand abroad，point out the cost control of the problems in our country, analyzes thecharacteristics of the construction phase and the reasons of out of cost control,during the study we find that the traditional project cost management is guided bythe hypothesis of full rationality person in western economics. We know that it isimpossible to find the full rationality person. So this paper brings Simon’s boundedrationality to the cost control of the bidding and construction stage. In the biddingstage the bidder evaluation is based on rationality quantitative evaluation and thebounded rationality and behavior bias intergration model. In the construction stage,we first put forward the methods to cost control on bounded rationality, analysis themethods of cost control methods under the bounded rationality of all themain parties, especially, pay attention to the construction change, all kinds of thereasons can lead to the change, we put forward some management methods for thevariety reason of the construction change, use the principle of value engineeringscheme to select change. Based on bounded rationality in the implementation stageof construction cost control is more dynamic and reality than traditional researchbased on completely rational cost control.
