Project management of the owner is the core of construction project management. It covers the whole process of project construction, and plays an important role in the construction. But at present, there has been many immature problems for the project management of the owner, and they bring huge hidden troubles and waste of resources for the whole industry. So we need to improve the rational decision-making and management level of the owner. In order to improve the capacity of project management and make the owner making countermeasures to promote comprehensive capacity on the basis of knowing his management level, the paper introduces the project management maturity theory to evaluate the management capacity, helps the owner with the model to understand his weaknesses in the management and maturity level, and studies the promotion strategies of management capacity from the angle of limited rationality.Firstly, by reviewing the literature and doing research practically, this paper discusses the main management tasks in the construction owners’ project management as well as analyzes the current management status, then reviews the literature related to the project management maturity theories. Based on the analysis of the main and difficult issues of the owners’ project management and the theoretical research results, the paper establishes the evaluation index system of construction owner’s project management maturity by taking the three traditional objectives of project management as the core, taking overall management into account and emphasizing the whole process management. By the integrated use of AHP and fuzzy comprehensive evaluation method, the paper builds the owner’s project management maturity evaluation model to evaluate the maturity level, and then validates the validity and practical feasibility of the model through an example. In order to implement the "continuous improvement" purpose of project management maturity model, from the perspective of "bounded rationality" decision-making theory which is much more in line with the facts of project management, this paper puts forward improvement opinions of raising his overall project management maturity capacity for the owner from four aspects of information processing, rational decision-making capacity of the handler, the influence of organization’s rational decision-making degree and the influence of external environment influence.
