Coal transportation has been the highest priority of railway transportation for a long time. Antinomy was found between inventory and transportation. Railway coal transportation is jointly optimized with power plant inventory, which not only gives consideration to power plant inventory cost, but also provides a new way of the optimization of coal train organization. It is of theoretical and practical significance and would be helpful to gain reciprocal prospect.In the present paper we study the optimization of coal train in the loading place on the basis of power plant inventory cost. From the point of coal inventory, under the consideration of the analysis on the relationship between coal and electric power and summary of the potential risks of production process, inventory information could be merged into the optimization of coal train organization, in order to seek the wagon flow organization with the minimum cost of transportation and inventory. From the point of coal transportation, the article concludes the technical economic superiorities and scope of application of various coal transportations. It is Pointed out that power plant inventory should be researched through deterministic non-instant restocking model, in view of coal transportation system flow. According to three ways of the original wagon flow organization and wagon flow routing, the article analyses the transportation cost of car flows and inventory cost in the loading area, travelling course and unloading area. With handle capacity limit, uniqueness of wagon flow organization and car flow routing as constraint condition, the optimization model of coal train in the loading point based on power plant inventory is set up.
