And then, summed up the characteristics of the high-speed railway operation and operation characteristics on high-speed rail dispatching management, points out the disadvantages of high speed railway dispatching management. Without changing the existing railway ministry, bureau of railroad of two level scheduling command system on the basis of not changing the existing railway bureau, internal transportation, passenger transport, vehicle (car),dispatching departments of rights and responsibilities under the premise, based on the train dispatcher’s perspective, study for the optimization of high speed railway dispatching process, improve the management efficiency of high-speed rail. Suitable for high-speed rail operation characteristics, give full play to advantages of high-speed rail itself, must be present in order to train dispatcher at the core of the high-speed rail scheduling management model to the dispatcher to passenger transport as the core, other scheduling jobs around the passenger service and real-time passenger demand, in this management mode to break the traditional scheduling work division, new and reasonable the distribution of various management positions and responsibilities of the division of labor, thereby improving the high speed railway train dispatch management efficiency.
