Since1998, China began to implement and the implementation of STCW78/95Convention (seafarers training, certification and STCW). After several years of efforts, China’s maritime education and training has achieved unprecedented great-leap-forward development, maritime education and teaching quality and training scale are first class in the world. China began to become increasingly involved in international maritime education and training standards, in the world play a growing role.2008, hold in Shenzhen "international crew development" forum, China’s maritime authorities clear: by2020, our country will consist of a large shipping country to a shipping power change, by the crew of a big country to a crew power change, which fully reflects the government to strengthen the maritime education and training, and cultivate the high quality of the crew’s determination and confidence, also explain our country development of shipping industry has great potential.Review our country maritime education and training in the course of development, actively participate in international standard setting is an apparent characteristic, but also a positive response in accordance with international standards, and constantly promote the maritime education and training reform. Since1989, China has been elected IMO (International Maritime Organization) of a kind director country, role and impact is also growing. In navigation education and training, as everyone knows, the STCW convention played a huge role is self-evident. With the rapid development of world economy and science and technology change rapidly, the shipping industry has also ushered in a golden development period, international conventions and rules will be the pace with the times and continue to progress. From the STW Committee (crew training and duty standard committee) thirty-eighth meeting, which lasted two years, IMO on the rules of STCW and STCW convention of comprehensive and in-depth analysis, in2009STW Committee held its fortieth meeting, had reached a preliminary intent. In2010, IMO in Philippines Manila by the"1978crew training, certification and STCW"2010amendment (hereinafter referred to as " the Manila amendment"), and at formal on January1,2012go into effect, the transition period of5years, new rules and new standards will no doubt our country maritime education to produce active and far-reaching effect.Maritime Education and how to better, faster to train high quality, high quality talented person, to meet the growing need for shipping industry people, is always the focus of maritime education workers. Over the years, our country’s maritime education although after many reform, such as curriculum, the renewal of the teaching content, experiment teaching and foreign language teaching, but from the quality of graduates and employers to reflect the investigation situation, difference is very big still, especially the practical operation skill, the crew, ship management level and quality cultivation the new ship to understand aspects of existence is obviously insufficient. Manila amendments shall issue a certificate to determine the content of courses, training plan, teaching hours distribution, experimental skills are made substantially adjust. Maritime Education in China must be timely, rapidly to keep up with the pace of international conventions, to always walk in the forefront of the world. This article analyzes the our country maritime education and training present situation, introduced STCW Manila convention amendment, especially relating to maritime education the main revised contents, and proposes the further strengthening and improving our country maritime education and training countermeasures to change the current crew, national standard is not the same situation, vigorously promote the development of shipping industry, have certain realistic meaning.
