A Study On Problems And Countermeasures Of Seafarers’ Use Of Guangzhou Maritime E-Government System

After years of efforts,the maritime E-government system has been basically built by the Maritime Safety Administration of the Ministry of Transport.However,in sharp contrast with the large investment of the maritime safety administration,seafarers are not very enthusiastic about using the e-government system to handle business,the effectiveness of e-government construction has not been fully demonstrated.Therefore,the problem to be solved in this paper is why the e-government system which the Maritime Safety Administration invested a lot of resources fails to achieve the desired results.Through the application of Technology Acceptance Model theory,on the basis of questionnaires and interviews,this paper firstly studies the current situation and research problems,and sums up the problems of seafarer using Guangzhou Maritime E-government system from four perspectives: system design,system use training,supporting regulations and system development mechanism.The main reasons are that the unscientific design of E-government system leads to poor experience,lack of user training,restriction of system effectiveness by supporting regulations and documents,and the development mechanism is unscientific and so on.Then the factors of system design,system use training,supporting regulations and system development mechanism are analyzed,and points out the causes of the problems.Finally,on the basis of the analysis of the causes of the problems,the countermeasures are put forward.Firstly,the construction of perceived useful factors should be strengthened.Secondly,the formulation and implementation of supporting policies and regulations should be accelerated,to avoid the "idle" of e-government system.The third is to strengthen the plan to crack the defects of the system development mechanism.
