| Community environmental health is an important symbol of a city’s governmental image quality, and also embodies the urban civilization, open awareness, cultural standards, and concentrates expression of social morality; it directly reflects a city’s program of spiritual civilization and urban quality. However, in China some part of small and medium-sized city, with the rapid development of urbanization and industrialization, the mobility becomes faster, the quality of the city residents’civilization did not keep up with the urbanization in ascension pace, especially due to the problems of city sanitation management system which is not sound, run efficiency which still stays low, management way backward, funding inputs insufficient, and foundation facilities stays weak.All these problems makes the city filled with problems of "dirty massy poor ",and the suburb combination Department garbage problem "treatment and does not died". Daily life rubbish littered throwing rubble everywhere. All these directly format the vicious circle of "volume of the garbage produced increased--environmental pollution increased—governance costs raise-financial under funded". This context many small cities on urban sanitation model experimented, made their experience. To draw domestic and foreign practice on the basis of this article, a case study of Nanchang, to analysis and discussion on the management model of urban environmental sanitation.In research thought, this article try using new public management aspects of theory, starting with public policy and system analysis, research on qingshan Lake area sanitation management of existing mode describes and analysis. Study on the city sanitation exists of problem and the countermeasures for expositions, reference learning the priority practice experience at home and abroad, finally makes recommendations for the government decision reference.
