Urban public transportation is the main body of urban passenger transportation. Favorable management is indispensable for successful urban public transportation system; statute morbidity, department division, industry division and transportation vehicle division in management field are related to traditional overlapped management system, therefore, management system of urban public transportation is the keystone and difficulty of nowadays urban transportation development.To begin with, the author studied the management system of urban public transportation theory, analyzed the definition and character of urban public transportation system, put forwarded the connotation of management system of urban public transportation and other related conception, expatiated the economic law of urban public transportation development.Next, the author investigated the current situation of management system of urban public transportation in Shaanxi province, retrospect the evolvement course of management organization, policy and statute, market performance of urban public transportation in Shaanxi province, pointed out the main problem, development trend, the necessity & inevitability, environment for innovation and development of urban public transportation in Shaanxi province.Furthermore, the author analyzed the administrative organization, policy and statute, enterprise management mechanism of management system of urban public transportation in cities both domestic and abroad. In reference of successful experiences of management system of urban public transportation in cities both domestic and abroad, elicited the inspiration for the innovation of management system of urban public transportation.In addition, on the basis of function analysis of urban public transportation, the author described the general frame of management system and the innovation blue print of urban public transportation in Shaanxi province. Finally, the author analyzed the keystone and difficulty of the innovation of management system of urban public transportation in Shaanxi province, proposed some policy and measure suggestions for the execution of the innovation of management system of urban public transportation in Shaanxi province.
