The main task of dispatching is directing the safe, stable and economical operation of the power grid. In this paper, starting from the dispatching model, different classification methods of the dispatching models are summarized. Typical dispatching operation modes all over the world are studied, including the two-level dispatching modes, multi-level dispatching model, dispatching and controlling unified model, and dispatching and controlling separation model. The advantages and disadvantages of different dispatching modes are summarized and the influence of these modes on the grid security are analyzed. The causes of typical blackout accidents at home and abroad in recent years are summarized.90%of the accidents are caused by the dispatching operation. So the dispatching operation is very important to the security of the grid and the management of dispatching is necessary to reinforce.Based on the analysis of the influence of the dispatching modes on the grid security, six security evaluation indicators of these dispatching modes are proposed, including the ability to withstand accident, the load forecasting accuracy, the safe power supply capacity, the ability to control, the correct rate of the dispatching instructions and the implementation and the ability of dealing with accidents and coordination. Then the grid safety evaluation indicator system of dispatching modes is set up. As the indicator system is closely related to the grid dispatching model and not easily quantized, the expert evaluation is adopted to obtain the dispatching mode to adjust the national power grid.Considering the problem and the shortage of dispatching work in national power grid, a dispatching model is proposed in this paper, such as dispatching and controlling unified in the provincial and the above level power grid, dispatching and controlling integrated in regional and county level power grid. Considering the security, economy, optimizing resource allocation within the system, power grid dispatching core business and other aspects of the power company’s future development, the adaptability of the model is analyzed in detail.
