In order to promote the efficiency of operation and management, the application of Supervisory Control and Data Acquisition (SCADA) based on Geographical Information System (GIS) becomes more and more important. At present, the common integration methods of distribution GIS system and distribution SCADA have problems of inconsistent data model, different graphic formats and separation of interface. These problems are not good for the integration and data sharing of different management systems in power system. Moreover, the distribution GIS is built with commercial GIS which could not operate on multiple platforms and is expensive. The distribution SCADA operates on other operating systems except Windows, operating on multiple platforms is necessary. While the technology of open source GIS is more and more mature and most of them could operate on multiple platforms, and it meets the requirements to be applied in distribution SCADA. For the reasons given above, this thesis explores to apply a multi-platform open source GIS with the GIS functions in SCADA.The first step is to determine various requirements of GIS needed in SCADA. and then gather ten GIS projects as candidates. The candidates are evaluated using a formal evaluation method for Free and Open Source Software (FOSS). And make the final choice according to the evaluation results referring to the emphasis of requirements and the further installation test. uDig is the final choice in this thesis. A formal evaluation method ensures the evaluator make the choice in a broader range and reduces the risk because of personal prejudice.The graph of distribution equipment is designed based on the graphic format of uDig through the research of framework and development technology of uDig. Drawing power network manually and building topology automatically are implemented. Some tools for editing and maintaining the diagram of power network are provided. The geographical wiring diagram and the diagram in station are both developed based on the graphic platform of uDig. It verifies the feasibility to build the application of SCADA based on uDig.The model of distribution network is designed according to the Common Information Model (CIM) defined in IEC61970which meets the application requirements of the network topology analysis. The distribution model data according to CIM and managed by the PostgreSQL database are convenient for integration and data sharing for the management systems of distribution network. All the functions are developed as plug-ins, which makes the system have characteristics of scalability and customization.This thesis implemented the GIS functions necessary in distribution SCADA based on uDig which has the feature of multi-platform. It proves the feasibility to apply uDig in the area of distribution network automation preliminarily. And it establishes the foundation for developing SCADA application based on GIS and provides reference value for building power GIS with the uniform standard.
