This thesis analyzes the deficiencies of the Critical Path Method(CPM) and the Program Evaluation and Review Technique(PERT), and focuses on the Critical Chain Method(CCM) and it’s technology. Compared with CPM and PERT, CCM has more advantages in the Client Management with the construction of the new campus of a college. It also discusses the application of CCM Scheduled Plan in the construction of the new campus of a college.The CPM and PERT have some drawbacks, such as the planned completion to be elongated, the project to be frequently behind the schedule, underutilization of the saving time while fulfilling a single task ahead of schedule, a delay due to the conflicts among resource allocation on parallel tasks, lacking effective resource allocation mechanism, etc.To solve the above problems, firstly, this paper expounds the theoretical foundation of the critical chain technology, i.e. five central steps and thinking process of the Theory of Constraints(TOC), and analyzes the relationship between them.Secondly, the CCM implementation is introduced. Specific implement is given to the project management in which human resource is dominant by setting buffer resources and cushion time, adopting schedule alert mechanism measures during the whole project and putting forward concrete method to cushion time in the schedule.Last but not least, CCM as well as the traditional Network Planning Technology(NPT) which is adopted and compared to create the construction schedule of the new campus by the perspective of owners, can assess its efficiency in the use of resolving the problems of CPM and PERT for the Client Management and Human Resource Management reference.
